Resolution:-
If you use Windows XP in Classic Style,you won't get the "All Programs" option.

but i am using the windows xp style menu and do not see the "all programs" option at all when i click on the start button... pls help!
OK... I was using classic and after reading this switched to xp. Still no All Programs...
having this same issue with a customers machine that was infected with the LOP virus (among others) i have everything fixed except the 'All programs' and 'Log Off' are missing from the start menu, and the C: drive isn't showing up in My Computer.
ok... fixed the 'All Programs' issue by running dial-a-fix twice, fixed the other issues by editing the registry values -
User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
System Key: [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
Value Name: NoLogOff
Data Type: REG_DWORD (DWORD Value)
Value Data: (1 = no log off, 0 = show log off)
the option to not show drives was in the same area.... c was in the value are to Not be shown
