The Problem:-This is a situation when one can't change the wallpaper.
Resolution:-
Start>Run>Regedit>OK
Now navigate to the following :-
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop DWord Value: NoChangingWallPaper
Settings: 1 = Can't change Wallpaper
0= Can change Wallpaper

This was a great help, however when I got to 'Policies' I could not see 'Active desktop'.
Instead I changed 'NoDispBackgroundpage' to '0' and this worked.

this worked perfectly! the only difference was that mine was located: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
I then changed the values of
NoDispBackgroundPage
& NoDispScrSavPage both to 0.
Now both my tabs are up and running and I can change them both. Thanks for all your help!!
