The Problem:- Filenames are missing from Windows Explorer when looking at thumbnail view.
Solution:- Select a different view, then press the Shift key while clicking Thumbnails in the View menu and the names should reappear.

Tremendous post. I just found myself in a moment of despair while organising photos for Flickr but thankfully your tip restored my filenames!
This worked.
My Question is however, "Why did that work? What exactly happens when I hold the SHIFT Button and go to a different view?"
I can only presume that it wipes out the Desktop.ini file and rewrites it with the new view. Is that the case?

@wayne: I don't think so. Seem to be an alternative behaviour. If you shift+RightClick a file or folder you get more menu items.
More like a hidden advanced feature.
